Could Calif Go From Winner Take All to Split Electoral Votes?

Peter Drier writes in Huffington Post about some Republicans in California who are working on getting a ballot initative that could potentially alter the 2008 Presidential election. Their plan? To change California’s winner-take-all system to require that electoral votes be awarded based on how individual congressional districts vote for president. Democrats fear such a plan could result in up to 20 of the states 55 electoral votes going for Republicans instead of Democrats.
A petition with 434,000 signatures will need to be presented by November 29th for the measure to appear on the June 2008 state ballot.
My take? I doubt this has much of a shot. I am not part of California state politics so I could be wrong BUT this seems like it is part of a very LONG line of liberal cries that Republicans were working to “steal” the vote nationwide. Not that redistricting in state around the country and other tactics haven’t been tried and succeeded in the past, but they have been done to the benefit of both parties. Here in Upstate, NY Congressional districts were redrawn in a way that no matter who runs both parties keep their seats.
In the end there are people attempting ballot initatives and things like them throughout the country. There are always bills in Congress and State legislatures that talk radio and blogs like to claim will destroy American and usurp the Constitution, which they would if they had a shot in hell of being passed. Usually though very little comes of it.
Still I will be keeping an eye out to see what happens here.
