Senator Hillary Clinton announced that under her health care plan workers could have their wages garnished to buy into the system in order to achieve “Universal” coverage. Throughout the campaign a debate arose between Clinton & Edwards whose plans mandate health coverage and Obama who was against such a mandate except for children. Obama had always said his rivals plans would have to contain some penalty or give the government power to garnish wages to ensure the mandate was carried out.

Clinton has not always specified the enforcement measures she would embrace, but when pressed on ABC’s “This Week,” she said: “I think there are a number of mechanisms” that are possible, including “going after people’s wages, automatic enrollment.”
