Many states allow absentee ballots but according to the USA Today Florida, in addition to accepting absentee ballots, allows citizens to vote in person and it has already begun. Many other states including New Jersey and California will begin mailing out absentee ballots in the next week.

Most surprising is that nearly half of California is expected to vote by absentee ballot.
