A straw poll of conservatives at the CPAC conference put Mitt Romney at the top.

Mitt Romney 21%
Rudy Giuliani 17%.
Sam Brownback 15%
Newt Gingrich 14%
John McCain, 12%,

A year ago former Senator George Allen topped the poll before going on to lose his Senate seat and a good deal of popularity after his unfortunate and perceived racist remarks.
